| Regulations on Qualification for and Buildup of CAEFI Vice-Chairmanship |

China Association of Enterprises with Foreign Investment (CAEFI) has widely solicited opinions from local FIE associations and foreign invested enterprises about the qualification for and buildup of CAEFI vice-chairmanship. Based on the 3rd Session of the 4th Council Meeting, we produce the following regulations.
I. Qualification for CAEFI Vice-chairmanship
1. Keen on CAEFI’s work and active engagement in and support for CAEFI-sponsored activities;
2. Holding a senior management position in a company, enjoying high reputation in the industry and in possession of strong coordinating ability;
3. The said company has a long-standing presence and is in good shape, and actively takes its social responsibility;
4. Membership contributions on time.
II. Principles for Recommending a Vice Chairman
1. Priority is given to multinationals and large companies (total investment in excess of 100 million USD) in China while making allowances for medium (total investment between 30 and 100 million USD) and small-sized (total investment below 30 million USD) enterprises;
2. Heads of CAEFI sectoral committees or their delegates;
3. Consideration should be given to each region based on the geographical distribution of FIEs. The focus is on the eastern region while consideration is also given to central and western regions (currently China’s FDI attraction by region is 87% in the east, 9% in the central and 5% in the west);
4. Recommendations sufficiently representing a particular country/region of FDI origin and industry.
III. Appointment and Removal of a Vice Chairman
It is advised that candidates for vice-chairmanship be nominated by CAEFI sectoral committees or by provincial FEI associations with the approval of local governments. CAEFI will assemble a panel to balance the candidacy based on the industry and region they represent. A shortlist of candidates will be submitted to the CAEFI Council for voting, or if necessary, circulated to member organizations in a communication or through the Internet for comments, voting and final selection. The decision to appoint or remove a vice chairman needs to be taken by a CAEFI chairmen meeting and submitted to the Council for examination and final approval.
